Best Practice of NDMC SCL:The good practices of NDMC SCL in adopting and implanting Smart initiatives for providing the best mobility in the city are as follows:

Smart Roads:

To ensure an improved, better and smooth connectivity in the NDMC SCL territory, it has been decided to run its smart roads on solar energy. For this, has partnered with the Solar Energy Corporation of India, to generate solar energy.Twenty-three locations of electric sub-stations and 13 locations of municipal buildings have been identified for a total Solar Panel Install Capacity of 1495 KWp. 55 smart poles having facilities such as WiFi, CCTV camera, environment sensors and LED lighting, provisions for electric vehicles and public bicycle sharing system have also been made.Lights would automatically be dimmed for saving energy during non-peak traffic hours.Special features including sensor-based smart parking systems, landscaping, vertical gardens, cycle tracks, street furniture, plazas or eateries, pelican crossing and 3D zebra crossings will be added alongside the road.

Minto Road has been developed under Smart City Plan between outer circle Connaught place to Railway line towards New Delhi Railway Station where provision of landscaping, Glass Fiber Reinforcement (GRC) grill in existing arch with provision of up lighters irrigation system on both sides of road and facade of entry on railway line has also been developed with provision of ACP panel for giving better look.

The roads like K.G. Marg, Barakhamba Road, Sansad Marg, Janpath, Abdul Kalam Road, BKS Marg and Maulana Azad Roads will be taken up under the smart road project having provisions like modern kiosks, street furniture, parking facilities, electric poles and sitting plaza. The design and preliminary estimates for Janpath Plaza, Barakhamba Road and Maulana Azad Road have been prepared, and the work is expected to begin and be completed in 2019-20.

Public Bike Sharing System:

The work of Public Bike Sharing System in the NDMC area under PPP model is being implemented, in which 50 bike stations are there having 500 bicycles with app-based booking and GPS tracking system. These bikes will provide last mile connectivity at a reasonable cost, and the work is likely to be completed by March 2019.

Public Sharing e-Scooter:

NDMC has introduced Smart Bike System with a fleet of 500 e-scooters to strengthen public transport in NDMC area for shorter distances and to provide the last mile connectivity. New Delhi is connected by an exhaustive metro service network and metro commuters use their vehicles to reach metro stations from their homes/workplaces and vice versa. Last mile connectivity to the metro network from citizens’ homes/workplaces will lead to lesser dependence on personal vehicles and will encourage people to use public transport system due to such last mile connectivity.

Smart Poles:

In its bid to give a thrust to the Government’s Smart City Mission, New Delhi Municipal Corporation (NDMC) has installed 55 energy saving smart poles in the Connaught place in Delhi. The poles boast of air sensors, energy-saving LED lighting and WiFi connectivity. Lights of these poles would automatically be dimmed for saving energy during non-peak traffic hours. This step by NDMC is a new initiative where sensor-based smart lighting technology will help the city run more efficiently making it look futuristic at the same time.

These Smart Poles will help achieve the smart city mission objectives keeping in mind citizen’s requirements in the areas of safety, environment, and connectivity and next-generation mobile services along with a robust fibre infrastructure and to make the city clean, safe and smart.

The smart poles also enable installation of 4G based-technology by telecom service providers to support strong mobile data network.

NDMC installed Smart Poles with ‘panic button’ near the gates of 43 school buildings, 16 metro stations, and other sensitive spots. The moment someone presses the panic button, an alert will be sent to the command centre which works round-the-clock. The officers at the command centre will communicate with the person through speakers on the smart pole. There will be a facility for two-way communication through this button as well. The person will be provided with help depending on their grievance. The CCTV cameras on these poles will be equipped to revolve 360 degrees and will be able to capture footage of up to the range of 100 meters.

The installation of these poles will also be at prominent markets such as Sarojini Nagar, Bengali Market, Netaji Nagar, BK Dutt Colony, Bengali Market, and Gole Market.

The LED light can be remotely switched on or off. A time schedule for these has also been set up. For example, after midnight some lights can be powered down to 50-60 percent. We can monitor and decide depending on the requirement. 17,500 LED’s are installed for better illumination.

Warm LED Street Lights:

This is the first time in India that Warm LED Street Lights are installed in the NDMC by the government. Warm white LED street lights and parking lot lights—with a CCT of 3000K or less—are a much better option for public outdoor areas. They emit a much smaller portion of blue light—which is unnoticeable to the eye—and are currently the best options available for street lighting.

The LED streetlight is an important project which will result in better illumination of the roads for better safety while ensuring energy efficiency and savings of more than 15MW of peak demand.

Best Practice of Kakinada Smart City Corporation Limited:In Andhra Pradesh, the Kakinada Smart City Corporation Limited has undertaken several initiatives in its smart city mission. For instance, an initiative that stands out of the rest is the objective to improve street food-vending facility in the city.

Under the initiative, modern food-vending carts were procured for street eateries. These carts were provided to food vendors from economically weaker section of the society by the arrangement of bank loans. With a cost outlay of around INR 5.6 crore, 100 modern food-vending carts have now replaced the dilapidated food vending facilities, facilitating safer/more hygienic food for consumers. This initiative would certainly to improve public health by facilitating safer street food for many citizens.

Public Bike Sharing System:

Pune was once known as a cycling city, but with an increase in the number of fuel-powered vehicles in recent years has led to increasing levels of pollution and congestion. Bicycle sharing in Pune’s transportation scenario has come down to 9 percent. Pune’s Comprehensive Mobility Plan has set a target of increasing the bike sharing to 25 percent.

The Pune Municipal Corporation (PMC) prepared the Pune Bicycle Plan in 2016, which will include dedicated bicycle tracks, bicycle parking, signal priority for bicycles to make the cycling safe and attractive in Pune and make it a cycle-friendly city. Pune Cycle Plan is part of the efforts by the PMC to transform transportation in the city. PMC is also committed to improvements in footpaths, the design of streets, public transport, and traffic management. Towards this, significant progress has been made and a 300-km bicycle track in the city has already been constructed.

Best Practice of Indore Smart City Development Limited:Indore has been recognized as being highly efficient and effective in developing and implementing its smart city projects. Their effort in the handling municipal waste has been outstanding. It is highlighted below:

GPS-based Vehicle Tracking and Monitoring System (VTMS) for Solid Waste Management (SWM): To achieve its vision of having a ‘zero waste status for Indore’, the Indore Municipal Corporation (IMC) considers sanitation and solid waste management as priority areas for the city. The city is aiming for 100 percent coverage of solid waste management. Timely clearing of secondary collection bins and transportation has been a major issue in solid waste management in Indore – around 750 open garbage dumps in the city were not cleared regularly until recently.

To ensure efficient solid waste management, a GPS based Vehicle Tracking and Monitoring System (VTMS) has been taken up as a significant step recently. The key features of the project are:

  • Online real-time monitoring of garbage vehicle movement and effective enforcement through a web-based Vehicle Tracking and Monitoring System (VTMS).
  • Web based application for real-time route adherence of garbage vehicles using data feeds
  • Installation of IP cameras at entry and exit of the landfill site
  • Integrated Weighbridge Vehicle Monitoring System (IWVMS) at the entry and exit points
  • Integration of VTMS with the Central Command and Control Centre
  • Training to stakeholders for managing the complete VTMS eco-system

Within3 months of the project becoming operational, more than 90 percent garbage vehicles (more than 700 of 750 vehicles) had already been included in the system. The project has led to real-time monitoring of garbage vehicle movement ensuring tracing of collection route and improvement in solid waste handling and operational efficiency.

The VTMS is expected to ensure regular clearance of garbage dumps and help the city to achieve ‘zero waste’ status. The system will contribute significantly to the cleanliness and public health in the city.

Indore Smart City Development Limited (ISCDL) has appointed a Master System Integrator (MSI) for Implementation of Command Control and Communication Centre. Implementation of GPS-based Vehicle Tracking and Monitoring System (VTMS) is one of the services provided by the MSI. The component for GPS-based VTMS has been tendered at a cost of INR 1.8 crore.
